Energy Performance Certificates or the EPC’s were released in Whales and England on the first of August, the year 2007 as an essential part of Home Information Packs (HIPs) used for 4 or more bedroom house properties. Even when the need of HIP’s was not required, the need for Energy Performance Certificates was required. The program is done by a home inspector who checks the domestic properties, inspects the important items such the insulator, windows, radiators for the purpose of double glazing. Then the inspector puts in the details inside a software program which evaluates the energy efficiency of the property. This program gives energy efficiency ratings along with a value for potential improvement.

The owner of the household must for the inspection, pay sixty euros for a 4—bedroom house. The evaluation of ratings of the EPC’s relies on the RDSAP procedure. RDSAP refers to Reduced Data Standard Assessment Procedure. Energy Performance Certificates must be brought out as an essential part of Home Information Packs (HIPs) by Inspectors or by Domestic Energy Advisors who are certified by the Government. The Energy Performance Certificates includes the following details:

• Address of the Property
• Type of the Property
• The date of Home inspection
• Date of the EPC and the Serial Number
• The total area of the Floor

Recently the Energy Performance Certificates have gained some kind of political controversy which is linked to the house market crisis in United Kingdom. The EPC suffers from drawbacks in calculating the correct amount of energy efficiency for a domestic property as it takes no account of wall thickness at all. Further an objection has arisen about the way the home inspector checks the house as he can’t drill through walls or other items of the household. Therefore it’s extremely difficult for the inspector to accurately determine the insulation of the household thereby rendering an incorrect rating of energy—efficiency of the domestic properties.

One of the potential policies by the new government that is decided to be introduced in the year 2012 is the Green Deal. This policy has been designed keeping in mind the home owners, businesses and landlords to meet the improvement measures with regards to energy based technologies. Previously the home owners and others fail to have access to the energy efficiency improvement as they were not affordable. But now with assistance from the new government, these needs can be met.

The Green Deal policy grants the consumers an Accredited Assessment that gives them the opportunity to carry out inspection on their property on the basis of the requirements mentioned in the Energy Performance Certificate. The inspection carried out on the property can clearly define which items of the energy efficiency demands for improvement measures and hence can be taken care of. Items that fall under the category of energy efficiency inspection are installing technologies that are renewable, upgrading insulation and changing the heating system as well as other related controls.

After the list for improvement has been analyzed by the Green Providers, they sanction the permit for the improvements that qualify for Green Deal Finance, which has two conditions. In order to qualify, the improvement must either have an expected saving that is greater to the project cost or atleast equal to it. Secondly the repayments made for the improvement must not exceed the life span of the measure taken for improvement. The repayment period must be kept as short as possible. The Green Deal Finance does not qualify is the above mentioned conditions are not fulfilled.

Even if the improvements do not qualify, yet the consumers can get it installed, either by paying the entire amount or the consumers have to pay the amount to the extent after which the rest of the amount can get qualified for the Green Deal Finance.
